Update SafetyCam settings for device

Update SafetyCam settings for a specific SafetyCam device.
Settings include device-level configurations (audio, recording, standby time) and event-level configurations (event categories and codes).
Only users with appropriate permissions can update settings.

Super user only: updating the media field inside any event configuration.
Immutable settings (cannot be updated): ACCIDENT_DETECTION, HARD_BREAKING_MESSAGE,
EXIT_GEOFENCE, HARD_ACCELERATION_MESSAGE, ENTERED_GEOFENCE,
HARD_CORE_BRAKING_MESSAGE, OVER_SPEEDING_ENDED, PULSE_WIDTH_START.
